Article 4: Member States ensure one or more free electronic health data access services at national, regional or local level through which natural persons access their data and exercise the rights in Articles 3 and 5 to 10; these include proxy services letting a person authorise others of their choice (for a limited or unlimited period and, if needed, a specific purpose) and letting legal representatives act, with national rules on authorisations and guardians; proxy authorisations are transparent, free, electronic or on paper, with an easy complaint mechanism, interoperable between Member States, and the services are accessible to persons with disabilities, vulnerable groups and those with low digital literacy.
