The committee cannot decide restricted issues: fixing or changing a contribution, changing owners' rights, privileges or obligations, an issue the body corporate reserved for itself by ordinary resolution (recorded in a register), anything that needs a resolution without dissent, special, majority or ordinary resolution of the body corporate, starting most proceedings, and paying remuneration, allowances or expenses to a committee member unless a listed exception applies.
