OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.910: 1926.910 Inspection after blasting

As soon as a blast is fired, the firing line must be unhooked from the blasting machine, or any power switch locked open or Off. Enough time must pass for smoke and fumes to clear the blasted area before anyone returns to the shot, never less than 15 minutes in tunnels. The blaster must inspect the area and surrounding rubble to confirm all charges have exploded before employees return to work, and in tunnels only once the muck pile is wetted down.
