OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.903: 1926.903 Underground transportation of explosives

Explosives and blasting agents in transit underground must be taken straight to where they will be used or stored, without delay, and no more may be taken to an underground loading area than is estimated to be needed for the blast. Explosives in transit may not be left unattended, and the hoist operator must be told before they are moved in a shaft conveyance. Trucks used to haul explosives underground must have their electrical systems checked weekly for failures that could create an electrical hazard, and a certification record showing the inspection date, the inspector's signature and the truck's serial number or other identifier must be prepared, with the most recent one kept on file. Auxiliary lights powered from the truck electrical system may not be installed on truck beds. Explosives and blasting agents are moved (hoisted, lowered or conveyed) only in a powder car, carrying no other materials, supplies or equipment on that trip. Only the operator, the helper and the powderman may ride a conveyance carrying them, nobody may ride a shaft conveyance carrying them, and they may not be carried on a locomotive or a man haul trip; the powder car must be kept at least two car lengths from the locomotive, and the car is pulled rather than pushed whenever possible. Powder cars or purpose-built conveyances must show a reflectorized Explosives sign on each side in letters at least 4 inches high on a sharply contrasting background. Detonators and explosives carried in the same car must be kept apart by a 24-inch gap or by a solid partition no less than 6 inches thick, and they may not be moved together in any shaft conveyance. Explosives, agents or supplies may not travel with other materials. When carried by hand, explosives not in original containers must be in a suitable container, and detonators, primers and other explosives must be in separate containers.
