OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.901: 1926.901 Blaster qualifications

A blaster must be able to understand and give orders both written and oral, be in good physical shape and free of any addiction to narcotics, intoxicants or similar drugs, and be qualified through training, knowledge or experience in transporting, storing, handling and using explosives, with a working knowledge of the State and local laws and regulations on explosives. The employer must require each blaster to supply satisfactory evidence that they are competent to handle explosives and to carry out safely the type of blasting the job requires, and every blaster must be knowledgeable and competent in each blasting method used.
