Material may not be dropped to any point outside the structure's exterior walls unless that area is effectively protected. Chutes, or chute sections, steeper than 45 degrees from horizontal must be fully enclosed apart from loading openings with closures at or near floor level; those openings may be no taller than 48 inches measured along the chute wall and, below the top floor, must stay closed whenever not in use. Each chute needs a substantial gate at or near the discharge end, and a competent employee must be assigned to operate the gate and to control truck backing and loading. When work is not in progress the area around the discharge end must be securely closed off. Chute openings where workers dump debris need a substantial guardrail about 42 inches above the standing surface, and gaps between the chute and floor opening edges must be solidly covered. Where wheelbarrows or mechanical equipment dump the material, each chute opening needs a securely fixed toeboard or bumper with a thickness of at least 4 inches and a height of at least 6 inches. Chutes must be designed and built strong enough that impact of loaded material or debris will not cause failure.
