OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.851: 1926.851 Stairs, passageways, and ladders

Only stairways, passageways and ladders designated as the means of access to the building structure may be used, and all other access ways must be kept fully closed at all times. The designated stairs, passageways, ladders and their incidental equipment must be inspected periodically and kept clean and safe. In a multistory building, a stairwell in use must be lit naturally or artificially and completely and substantially covered at a point at least two floors below the floor where work is under way, and access to the working floor must be through a separate passageway that is properly lit and protected.
