Supplements 1926.21 for Subpart R hazards. All training under this section must be given by a qualified person. The employer must train every employee exposed to a fall hazard, running a training program and ensuring employees take part in it. It must cover recognizing and identifying fall hazards in the work area; how to use and operate the guardrail systems (perimeter safety cable systems included), personal fall arrest, positioning device, fall restraint and safety net systems and any other protection in use; the right way to erect, maintain, take down and inspect those systems; the procedures that keep workers from falling to lower levels, or into or through holes and openings in walls and walking/working surfaces; and the Subpart R fall protection requirements. Special training is also required: employees doing multiple lift rigging must be trained in the hazards of multiple lifts and the procedures and equipment required by 1926.753(e); each connector must be trained in the hazards of connecting and in the establishment, access, connecting techniques and work practices of 1926.760(b) and 1926.756(c); and where CDZs are used, each employee in them must be trained in CDZ hazards and in the establishment, access, installation techniques and work practices of 1926.754(e) and 1926.760(c). Non-mandatory Appendix E states that an approved steel erection course from the Bureau of Apprenticeship of the U.S. Department of Labor that includes this standard is deemed to satisfy this section.
