OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.756: 1926.756 Beams and columns

When solid web structural members are placed in their final position, the hoist line may not let go of the load until every connection holds two or more bolts, matching the erection drawings in size and strength and tightened wrench-tight or to an equivalent the project structural engineer of record specifies. A competent person decides whether cantilevered members need more than two bolts for stability, and any extra bolts required are installed. Solid web members used as diagonal bracing need at least one wrench-tight bolt per connection or the engineer's equivalent. Where two members connect through shared holes on either side of a column web, or of a beam web above a column, the first member must keep at least one bolt with a wrench-tight nut in place, unless it is held by a seat or equivalent device attached in the shop or field that also stops the column being displaced (Appendix H shows clipped end and staggered connection examples). Any seat or device used must be designed to carry the load during the double connection and be bolted or welded to the first member and to a supporting member before any nut on a shared bolt comes off. Column splices must likewise be designed for an eccentric gravity load of 300 pounds or more applied at the shaft top, 18 inches beyond the column's extreme outer face, in each direction. Perimeter columns may not be erected unless they extend at least 48 inches above the finished floor so perimeter safety cables can be installed before the next tier goes up, and they carry holes or other devices at 42 to 45 inches above the finished floor and at the midpoint between the floor and the top cable for the perimeter cables that 1926.760(a)(2) requires, in each case except where constructibility prevents it (non-mandatory Appendix F).
