OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.760: 1926.760 Fall protection

Except for connectors and CDZ workers, any employee doing steel erection who stands on a walking/working surface whose unprotected side or edge is over 15 feet above a lower level must be protected by guardrail systems, safety nets, personal fall arrest, positioning device or fall restraint systems. In multi-story work, perimeter safety cables must be put up along each floor's final exterior and interior perimeters once its metal decking is in place. Each connector must be protected under paragraph (a)(1) from falls greater than the lesser of two stories or 30 feet; must have completed connector training under 1926.761; and at heights above 15 feet and not over 30 feet must be given a personal fall arrest, positioning device or fall restraint system and must wear the gear needed to tie off, or be given other (a)(1) protection. A controlled decking zone may be set up in parts of the structure more than 15 but not more than 30 feet over a lower level, in areas where metal decking is first being laid and creates the leading edge of the work area. In a CDZ: leading-edge workers are protected from falls over two stories or 30 feet, whichever is less; access is limited to employees doing leading-edge work; boundaries are designated and clearly marked with control lines or equivalent and extend no more than 90 feet wide and 90 feet deep from any leading edge; each worker has completed CDZ training under 1926.761; unsecured decking may not exceed 3,000 square feet; safety deck attachments are made working from the leading edge toward the control line, with two or more on each panel; and final deck attachment and shear connector installation are not done in the CDZ. Guardrails, nets, personal fall arrest and positioning systems must meet 1926.502, reproduced in Appendix G, which is part of this requirement: for example guardrail top edges at 42 inches plus or minus 3 inches withstanding 200 pounds, midrails withstanding 150 pounds, nets no more than 30 feet below the work, drop-tested with a 400-pound sandbag or certified, and inspected at least weekly, personal fall arrest systems limiting free fall to 6 feet with anchorages of 5,000 pounds per employee (or a qualified-person design with a safety factor of two), locking snaphooks only, inspection before each use, prompt rescue, and positioning devices limiting free fall to 2 feet. Fall restraint systems use fall arrest components meeting 1926.502 with either body belts or harnesses, and perimeter safety cables must meet the guardrail criteria. Fall protection put up by the steel erector may stay behind for later trades only where the controlling contractor, or someone authorized to act for it, told the erector to leave it and has inspected it and taken over control of and responsibility for it before letting non-erectors work there.
