OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.306: 1926.306 Air receivers

Covers compressed air receivers and related equipment that supply and use compressed air for work such as chipping, drilling, hoisting or cleaning. It does not address conveying materials by compressed air, work performed in compressed air such as in tunnels and caissons, or compressed air equipment on transportation vehicles, for example automotive equipment and steam or electric railway cars. New air receivers installed after the regulation's effective date must be built to Section VIII of the ASME Boiler and Pressure Vessel Code, 1968 edition, and all safety valves must be built, installed and maintained to that same 1968 Section VIII edition. Receivers are installed with drains, handholes and manholes easy to reach, and a receiver may never be buried underground or placed where it cannot be reached. A drain pipe and valve are fitted at the receiver's lowest point to remove oil and water, automatic traps may be added, and the drain valve is opened and the receiver fully drained often enough that excessive liquid never builds up. Each receiver needs an indicating pressure gauge placed where it is readily visible and at least one spring-loaded safety valve whose combined relieving capacity keeps receiver pressure from rising more than 10 percent above the maximum allowable working pressure. No valve of any kind may be placed between the receiver and its safety valves. Safety appliances (safety valves plus indicating and controlling devices) are built, sited and installed so they cannot easily be made inoperative, including by the weather. Every safety valve must be tested often, at regular intervals, to confirm it is in good operating order.
