The employer may neither hand out unsafe hand tools nor allow workers to use them. Wrenches of any kind (socket, end, pipe or adjustable) are not to be used once their jaws have sprung to the point where they slip on the work. Impact tools such as chisels, wedges and drift pins must be kept free of mushroomed heads, since a spread head can shed fragments when struck. Tools with wooden handles must have handles without cracks or splinters, and the handle must stay tight in the tool head. The section sets condition standards rather than an inspection program: the duty is met by keeping defective hand tools out of circulation, whether through issue checks, dressing or replacing damaged heads, and replacing loose or split handles. Because the employer is barred from permitting unsafe hand tools, the duty reaches tools the employer did not issue but allows on the job.
