OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1207: 1926.1207 Training

The employer trains every employee whose work falls under Subpart AA, free of charge to the employee, and makes sure each has the understanding, knowledge and skills to perform assigned confined space duties safely. The training must produce an understanding of the permit space hazards and of the isolation, control or other protective methods applied to them, and, for employees who are not authorised to carry out entry rescues, an understanding of how dangerous attempting a rescue would be. Training is delivered in a language and vocabulary the employee understands, and is given: before the employee first takes on duties under the standard; before any change in assigned duties; whenever permit space entry operations change in a way that introduces a hazard the employee has not been trained on; and whenever there is evidence of a deviation from the 1926.1204(c) entry procedures or of inadequate knowledge or use of those procedures. The training must establish proficiency in the duties the standard requires and introduce new or revised procedures as needed. The employer keeps training records showing that this training was completed, containing each employee's name, the trainers' names and the training dates. Employees and their authorized representatives may inspect these records, which must remain available throughout the worker's employment with that employer. The rule does not fix a refresher interval; retraining is event-driven by the triggers above.
