Water services (water supply and wastewater services, and stormwater services where declared) supplied by the suppliers an Order in Council names are regulated goods subject to the types of regulation the Order and the Commission's section 52P determinations specify, starting with information disclosure and extending to further regulation on the Commission's recommendation under sections 57G to 57L. The Commission has to weigh the duties local authorities owe under other enactments, may exempt a local authority supplier, and determinations may apply without input methodologies in the circumstances section 57P allows; water efficiency is a consideration.
