The costs reasonably necessary for the council's and committees' task are borne by the entrepreneur. Costs of consulting an expert (art. 16 and art. 23a(6)) and of legal proceedings are borne only if the entrepreneur was informed of them in advance, unless an annual budget has been agreed; training costs under art. 18(2) are borne by the entrepreneur (the SER may set guide amounts). The entrepreneur may agree with the council an annual amount the council spends as it sees fit, other than facilities and time off; costs beyond it need his consent. In proceedings against the entrepreneur the council never bears the procedural costs (art. 22a).
