A seven-step model gives any improvement its structure. (1) What is the vision? Translate the organization's vision and objectives to the unit, team or person, and form, with stakeholders, an overall picture of the improvement, understanding roles and expected value. (2) Where are we now? Assess the current state of services, how users perceive them, competencies, processes and technology, and set a baseline. (3) What is the desired position? Analyse the gap and set a target state for the next step, with SMART objectives. (4) How do we get there? Plan, possibly using experiments, and work in iterations. (5) Take action, whether in a traditional or an Agile way, checking progress. (6) Did we get there? Confirm progress against the objectives and that the value still matters. (7) How is momentum kept up? Publicise the success, embed new methods through organizational change management and knowledge management so old behaviour does not return, and begin the next iteration. The model is used with the guiding principles and supports the theory of constraints.
