Part 126: General policies, country restrictions and exemptions – ITAR - International Traffic in Arms Regulations

ITAR - International Traffic in Arms Regulations 126.9(u): Keep large uncrewed underwater vehicle activities within the UUV exemption

What does 126.9(u) require?

No licence is needed for temporary export, reexport or temporary import of Category XX(a)(10) vessels, related maintenance, repair, operation or use assistance to foreign persons, or brokering of these, if the vessel is described in no other USML paragraph, has a gross weight rating of 8,000 lb or less, is used only for scientific research or natural resource exploration, civil infrastructure work, or search and rescue, and no registration, control or ownership passes to a foreign person (126.9(u)). A rule effective 19 October 2026 removes certain uncrewed underwater vehicles from Category XX and invites comment on enhancing this exemption (91 FR 59063).
