What does 126.4 require?

No licence is needed for exports, reexports, retransfers, temporary imports or defense services made by a U.S. Government department or agency for official use (including by contractors within a government-controlled facility, under an empowered U.S. Government employee's oversight, or with DDTC authorisation, but never to release technical data to 126.1 persons), for cooperative projects under binding international agreements or authorised arrangements, for authorised foreign assistance or sales programmes, or for DoD security cooperation with end-use and retransfer assurances; or by another person for an agency at its request or written direction; the exemption does not cover agencies acting as transmittal agents for private firms or anything barred by statute or embargo; EEI must be filed unless shipped by diplomatic pouch or U.S. Government conveyance; and any change of end use or end user outside the section needs DDTC approval (126.4).
