ITAR - International Traffic in Arms Regulations 126.1(a)-(d): Apply the policy of denial and exemption bar for proscribed countries

What does 126.1(a)-(d) require?

It is U.S. policy to deny licences and approvals for exports, reexports, retransfers and temporary imports of defense articles and services destined for or originating in the countries in 126.1, and no exemption may be used for them except transfers under 123.17, 125.4(b)(13), 126.6 or 126.18(e), specified U.S. Government transfers, or where a U.S. agency is the recipient; licensed articles may not travel on conveyances owned, operated or leased by proscribed countries or persons; listings derive from UN Security Council sanctions, State Sponsors of Terrorism and non-cooperating countries, and arms embargoes (126.1(a)-(c)). A comprehensive policy of denial applies to Belarus, Burma, China, Cuba, Iran, North Korea, Syria and Venezuela, and qualified policies with case-by-case exceptions to Afghanistan, Central African Republic, Cyprus, the Democratic Republic of the Congo, Eritrea, Haiti, Iraq, Lebanon, Libya, Nicaragua, Russia, Somalia, South Sudan, Sudan and Zimbabwe (126.1(d)-(w)). The suspension of Cyprus's proscribed status runs to 30 September 2026 in the text read and is extended to 30 September 2027 by 91 FR 57787, effective 1 October 2026; Ethiopia was removed on 18 September 2026.
