Every licence application, agreement request and other authorisation request, including 123.9 retransfer requests, needs a letter signed by an empowered official stating whether the applicant or its senior officers or directors are indicted, charged or convicted under 120.6 statutes or ineligible, whether to the applicant's knowledge any party to the export (senior officers and directors, forwarders and consignees, 120.68) is convicted or ineligible, and that the signatory is a U.S. citizen, national or lawful permanent resident, a foreign government official in the United States, or a foreign person making a 123.9 request; applications must list all U.S. consignors, freight forwarders and foreign consignees and intermediate consignees, who alone may be used; a technology control plan for foreign nationals at cleared facilities facilitates processing (126.13).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
