Criteria for suitable homogeneity and stability are established on the basis of the risk that inhomogeneity or instability could affect the evaluation of participant performance; the assessment procedures are documented and, where applicable, follow appropriate statistical designs (Annex B, ISO 13528 and ISO Guide 35 describe approaches, including where experiment is infeasible). The assessment is performed for every round after the items are packaged in final form, unless packaging is reasonably expected to have no influence or stability studies favour bulk storage; where experimental evidence is needed, appropriate methods are used. Items are demonstrated to be stable enough not to change significantly throughout the round including storage and transport, failing which the stability is quantified and treated as an extra uncertainty component of the assigned value or allowed for in the evaluation criteria. Items retained from earlier rounds have their property values confirmed before redistribution.
