Clause 2.2: Fundamental concepts – ISO 9000:2015

ISO 9000:2015 2.2.5: Support: top management backing and engaged, competent, aware and informed people

What does 2.2.5 require?

When top management stands behind the QMS and people are engaged, the organisation can supply enough people and other resources, keep watch on processes and results, work out and weigh risks and opportunities, and take the right actions; acquiring, deploying, maintaining, improving and disposing of resources responsibly helps it reach its objectives. People are an essential resource, and how they behave inside the system they work in decides how the organisation performs; they become engaged and pull in the same direction when they share an understanding of the quality policy and of the results the organisation is after. The system is at its most effective when every employee understands and uses the skills, training, education and experience their role demands, and it falls to top management to give people the opportunities to build that competence. People are aware when they know what they are responsible for and how what they do helps the organisation reach its objectives. Communication that is planned and effective, within the organisation and with relevant outside parties, deepens engagement and understanding of the context, of what customers and other relevant parties need and expect, and of the QMS.
