An organization should acknowledge, and respect, that human rights are both important and universal. It should: respect, and where it can promote, the rights that the International Bill of Human Rights sets out; respect their universality, meaning that they apply undivided in every country, culture and circumstance; where human rights go unprotected, act to respect them and refrain from exploiting the situation; and where the law, or the way it is applied, fails to protect adequately, apply the principle on international norms of behaviour (4.7). The human rights core subject is developed in 6.3.
