Reviews should be carried out to confirm that enough resources are on hand to meet the project objectives, with review timing, how often data are collected and the forecasts of resource needs recorded in the project management plan. Departures from resource plans should be found, analysed, acted on and recorded. Actions should be decided only after weighing their effects on the objectives and on other project processes; changes with an effect on the objectives need agreement with the customer and the other stakeholders before they are made; changes to resource plans should be suitably authorized; and revised forecasts of resource needs should be coordinated with other processes when the plan for remaining work is drawn up. The root causes of resource shortages or surpluses should be identified and recorded, then used as input to corrective action.
