Hong Kong Design Manual: Barrier Free Access 2008 (2025 Edition) D16: Illumination: general illumination levels, illumination of signs and the means of provision

What does D16 require?

Enough light must be provided for people to understand the space they have entered and move about safely. Wherever the public or occupants can reasonably be expected during normal use, the ground floor entrance lobby and lift lobby need at least 120 lux and upper floor lift lobbies, corridors, accessible paths and staircases at least 85 lux, measured at finished floor level down the middle of the passage; Division 13 signs need at least 120 lux on their face; and the lighting may be switched automatically or manually as the Division allows. The Best Practice Section covers uniformity, colour rendering and glare.
