Hong Kong Design Manual: Barrier Free Access 2008 (2025 Edition) D11: Toilets and W.C. cubicles: accessible unisex toilets with the required layout, fittings, flushing controls, wash basins, doors, grab rails, emergency call bell and urinals

What does D11 require?

Toilets and W.C. cubicles must be sufficient, well designed and well located for everyone, including wheelchair users and the elderly, with room to position a wheelchair for a frontal, side or diagonal transfer onto the seat. Each floor, or each part of a floor designed for disabled access, needs one accessible cubicle or more where it has up to 20 cubicles and two where it has more (counted per sex when the accessible cubicles sit inside multi-cubicle toilets); domestic buildings, domestic parts of composite buildings and floors without toilets are excepted; and wherever a floor has a toilet, at least one accessible unisex facility must be reachable by either sex without crossing a single-sex area. An accessible cubicle opens directly off a public corridor or through a clear 1500 mm by 1500 mm space, measures at least 1500 mm by 1750 mm with a 1500 mm by 1500 mm manoeuvring space at 350 mm above the floor, and has a water closet whose seat is 380 mm to 450 mm high, together with the flushing controls, wash basins, doors, grab rails, emergency call bell (Division 17) and lower urinal the later items specify; these cubicles count towards the sanitary fitment regulations. The Best Practice Section covers ambulant-disabled cubicles and baby changing.
