Paragraph 1 requires a report to the European Parliament, the Council, the Economic and Social Committee and the Committee of the Regions by 28 June 2030, then at five-year intervals, on how the Directive is being applied. Paragraph 2 lists what the reports must cover: how accessibility is evolving as society, the economy and technology change; the risk of technology lock-in and obstacles to innovation; the impact on operators and on persons with disabilities; whether the Article 4(4) built-environment option has helped align requirements in passenger transport, consumer banking and the customer service centres of electronic communications shops; the voluntary built-environment provisions in procurement; the effect of Article 14 and the microenterprise exemptions; whether the objectives have been achieved; whether to add or remove products and services; and where burden could be reduced. The Commission may propose legislation. Paragraph 3 requires member states to send the information the Commission needs in time. Paragraph 4 requires the Commission to take account of what economic stakeholders and relevant non-governmental bodies say, including groups that represent disabled people.
