The Commission must establish a working group made up of representatives of market surveillance authorities, the authorities responsible for service compliance and relevant stakeholders, including organisations of persons with disabilities. The group has three functions: help authorities and stakeholders share information and good practice; foster cooperation on implementation so that the accessibility requirements are applied coherently and Article 14 is monitored closely; and provide advice, particularly to the Commission, on how Article 4 and Article 14 are working. For an operator the group is a signal about enforcement convergence. Guidance and shared interpretations that emerge from it can predict how an authority will read an assessment, even though the group does not bind a business directly.
