Each manufacturer, importer, downstream user and distributor must assemble and keep available all information it needs to carry out its REACH duties for at least 10 years after it last manufactured, imported, supplied or used the substance or mixture, and submit or make it available without delay to the competent authority or the Agency on request. On ceasing activity or transferring operations, the liquidator or the party taking over responsibility for placing on the market inherits the duty.
