EU REACH Regulation (Regulation (EC) No 1907/2006) 31.1: Supply a safety data sheet for hazardous, PBT, vPvB and candidate list substances and for hazardous mixtures

What does 31.1 require?

A supplier of a substance or mixture must give the recipient a safety data sheet compiled under Annex II where the substance or mixture is classified as hazardous under the CLP Regulation, where a substance is PBT or vPvB under Annex XIII, or where it is on the candidate list for other reasons. On request, it must also supply one for a mixture that is not classified but contains at least 1 % by weight (0.2 % by volume for gases) of a substance with health or environmental hazards, or 0.1 % of a category 2 carcinogen, a reproductive toxicant, a skin or respiratory sensitiser category 1, a substance with effects on or via lactation, a PBT, vPvB or candidate list substance, or contains a substance with a Union workplace exposure limit. Substances and mixtures sold to the general public with sufficient safety information need no safety data sheet unless a downstream user or distributor asks for one.
