The owner or operator must attempt to make arrangements, as appropriate to the waste handled and the potential need for services, to familiarise police, fire departments and emergency response teams with the facility layout, waste properties and hazards, work locations, entrances and internal roads and possible evacuation routes; where more than one police or fire department might respond, agreements designating primary emergency authority to specific ones with support agreements for others; agreements with state emergency response teams, emergency response contractors and equipment suppliers; and arrangements to familiarise local hospitals with the waste properties and the injuries or illnesses that could result. Where state or local authorities decline, the refusal must be documented in the operating record.
