Every source with a Program 2 or 3 process must exercise its emergency response notification mechanisms at least once each calendar year (responding sources may combine this with field or tabletop exercises) and keep written records of notification exercises for the last five years. Responding sources must also run an exercise program involving facility emergency response personnel and, as appropriate, contractors, coordinating with and inviting local public responders: field exercises simulating a toxic release or a flammable fire or explosion, at a frequency set in consultation with local officials, with one before March 15, 2027 and at least every ten years thereafter unless local agencies agree in writing that this is impractical (then an alternate frequency), testing the plan including deployment of personnel and equipment, public and agency notification, evacuation and medical treatment, communications, mobilisation, coordination and equipment deployment; and tabletop exercises discussing the plan, with one before December 21, 2026 and at least every three years thereafter. An evaluation report is due within 90 days of each field and tabletop exercise with the scenario, participants and organisations, evaluation and lessons learned, recommendations and a schedule to resolve them. Exercises held for other federal, state or local requirements, or an actual release response with an after-action report within 90 days, may satisfy these requirements if they include the required elements.
