The owner or operator must establish and implement written procedures to manage changes (other than replacements in kind) to process chemicals, technology, equipment and procedures, and changes to the stationary source that affect a covered process, ensuring before any change that the technical basis, impact on safety and health, modifications to operating procedures, necessary time period and authorisation requirements are addressed; informing and training affected operating, maintenance and contract employees before start-up of the changed process; and updating the process safety information and operating procedures or practices affected.
