EPA Risk Management Program (40 CFR Part 68) 68.71: § 68.71 Training

Each employee operating a process, and each before operating a newly assigned process, must be trained in an overview of the process and the operating procedures, emphasising specific safety and health hazards, emergency operations including shutdown, and safe work practices (employees operating on June 21, 1999 could be certified in writing instead); refresher training must be given at least every three years, and more often if necessary, at a frequency set in consultation with operators; and the owner or operator must ascertain that each employee received and understood the training, recording the employee's identity, the training date and the means used to verify understanding.
