The owner or operator must estimate in the RMP the residential population within a circle centred on the release point with a radius equal to the endpoint distance, to two significant digits, using the most recent Census or other updated data, and note institutions (schools, hospitals, prisons), parks and recreation areas and major commercial, office and industrial buildings; and must list the environmental receptors within the same circle, which may be identified from local USGS maps or data (68.33).
