Offsite consequence analyses must use these endpoints: for toxics, the Appendix A toxic endpoints; for flammables, an overpressure of 1 psi for explosions, radiant heat of 5 kW/m2 for 40 seconds, or the lower flammability limit. Worst-case analyses use a wind speed of 1.5 m/s and F stability (unless three years of local data show higher minimum wind speed or less stable conditions), the highest daily maximum temperature of the previous three years and average humidity for toxics (25 degrees C and 50 percent humidity when using EPA's RMP Offsite Consequence Analysis Guidance), a ground-level release for toxics, urban or rural topography as appropriate, models that account for gas density, and, for liquids other than refrigerated liquefied gases, release at the higher of the three-year highest daily maximum temperature or process temperature; alternative scenarios may use typical meteorology, temperatures and release heights.
