EPA Risk Management Program (40 CFR Part 68) 68.28: § 68.28 Alternative release scenario analysis

The owner or operator must identify and analyse at least one alternative release scenario for each regulated toxic substance in covered processes and at least one representing all flammables, each more likely than the worst case and reaching an offsite endpoint unless none exists, considering where applicable transfer hose splits or uncoupling, piping failures at flanges, joints, welds, valves, seals, drains or bleeds, vessel or pump cracks and seal, drain, bleed or plug failures, vessel overfilling, overpressure venting through relief devices, and shipping container mishandling; using the 68.22 parameters and recognised models; crediting active and passive mitigation only if it would survive the triggering event; and considering the five-year accident history and failure scenarios from the hazard review or process hazard analysis.
