Recyclable materials reclaimed to recover economically significant amounts of gold, silver, platinum, palladium, iridium, osmium, rhodium or ruthenium are subject to reduced requirements (266.70): RCRA 3010 notification; the manifest rules of Part 262 Subpart B for generators, 263.20 and 263.21 for transporters and 265.71 and 265.72 for storers; Part 262 Subpart H and 265.12 for exports and imports; and storers must keep records of the volume stored at the start of the calendar year, the amount generated or received during the year and the amount remaining at year end to show no speculative accumulation, which would bring the materials under full regulation.
