Recyclable materials applied to or placed on the land, alone or mixed with other substances, are regulated (266.20): generators and transporters follow Parts 262 and 263 and RCRA 3010 notification (266.21); storers who are not the ultimate users follow Parts 264, 265 and 267, 270 and 124 and notification (266.22); users follow the same and must meet the land disposal standards (266.23). Products for general public use containing recyclable materials that have chemically reacted to become physically inseparable are exempt if they meet the Part 268 treatment standards and the recycler complies with 268.7(b)(6), except anti-skid or deicing uses of slags from high temperature metals recovery of K061, K062 and F006; fertilizers are exempt only as zinc fertilizers excluded under 261.4(a)(21) or when meeting the Part 268 standards for each hazardous waste they contain.
