The owner or operator must run the monitoring and response program the permit specifies: compliance monitoring under 264.99 whenever hazardous constituents from a regulated unit are detected at the compliance point (statistically significant evidence of contamination under 264.98(f)); corrective action under 264.100 whenever the ground-water protection standard is exceeded (statistically significant increased contamination under 264.99(d)) or whenever constituents exceed concentration limits between the compliance point and the downgradient property boundary; and detection monitoring under 264.98 in all other cases. The permit may include more than one program and states when each applies.
