EPA RCRA Hazardous Waste Management 264.32: § 264.32 Required equipment

All facilities must have, unless the Regional Administrator accepts that no hazard could require it: an internal communications or alarm system able to give immediate emergency instruction to personnel; a telephone at the scene or two-way radio able to summon police, fire or state or local emergency response teams; portable fire extinguishers, fire control equipment (including foam, inert gas or dry chemical equipment), spill control and decontamination equipment; and water at adequate volume and pressure for hose streams, or foam equipment, automatic sprinklers or water spray systems.
