Whenever hazardous waste is poured, mixed, spread or otherwise handled, all personnel involved must have immediate access to an internal alarm or emergency communication device, directly or through visual or voice contact with another employee; if only one employee is on the premises while the facility operates, that employee must have immediate access to a telephone or two-way radio able to summon external help, unless the Regional Administrator has ruled the device unnecessary under 264.32.
