A transporter must keep the manifest signed by the generator, itself and the next transporter or the designated facility for three years from the date the initial transporter accepted the waste. Each bulk water transporter keeps the shipping paper for three years; the initial rail transporter keeps the manifest and shipping paper, and the final rail transporter the signed manifest or shipping paper, for three years (intermediate rail carriers are exempt); a transporter taking waste out of the United States keeps the manifest showing departure for three years. Periods extend automatically during unresolved enforcement or on EPA request.
