EPA RCRA Hazardous Waste Management 263.21: § 263.21 Compliance with the manifest

The transporter must deliver the entire quantity accepted to the designated facility, the alternate designated facility if an emergency prevents delivery, the next designated transporter, or the place outside the United States designated by the generator. If an emergency (other than rejection) prevents delivery, it must contact the generator for instructions and revise the manifest accordingly. A transporter without contractual agency authority must obtain the generator's authorisation before changing or adding transporters (for emergencies, efficiency, convenience or safety); a transporter with explicit contractual agency authority may make such changes without prior approval if it enters the stated agency statement in Item 14 and the change is needed for an emergency or for efficiency, convenience or safety, without shifting the generator's liability. If the designated facility rejects waste while the transporter is on site, the transporter must obtain, for a partial rejection or container residues, the facility-signed original manifest with the new manifest tracking number and the discrepancy description, and a new manifest for forwarding or return; for a full rejection taken back, the signed original with the discrepancy and the alternate facility or generator details (or a new manifest), keeping copies under 263.22.
