At all times at least one employee must be on the premises or on call (able to reach the facility within a short period) with responsibility for coordinating all emergency response measures and implementing the 262.265 procedures. The coordinator must be thoroughly familiar with the whole contingency plan, all operations and activities at the facility, the location and characteristics of waste handled, the location of all records and the facility layout, and must have authority to commit the resources needed to carry out the plan.
