In phase 4 a validation report is established identifying the system, the documents, processes, tools and simulation models used, confirming the process followed the safety plan with deviations recorded and justified, validating the system safety requirements against what the risk assessment found through phase 3, validating the RAM requirements against the duty holders' RAM targets and policies, and confirming that all requirements (RAMS, functional, legal) are adequately analysed and specified for the intended use; and a validation plan for achieving the specified RAMS requirements is established.
