The safety plan is established, implemented, reviewed and maintained through the life cycle and defines: the policy and strategy for safety; the scope; the planning of safety activities; the life cycle and the processes for safety analysis, safety engineering and safety assessment including personnel independence commensurate with risk, identifying and analysing hazards, assessing risk and managing it continuously, risk acceptance criteria and their review, review of the effectiveness of risk reduction, on-going review of the safety requirements, the design, verification and validation, and audits of whether the management process follows the plan, and safety assurance during parameterisation; all safety deliverables (documentation, hardware, software); the process to prepare the safety case; the safety approval process with the duty holder and the safety authority; a process for analysing maintenance and operation performance; maintenance of safety documentation; hazard log management; interfaces with other plans; constraints and assumptions; subcontractor management; and periodic safety audit, assessment and review with independence requirements.
