Set out the system and the profile of its mission, its boundary, the operational requirements influencing it, the scope of risk analysis, the functions provided and the RAMS organisation, and establish the initial RAM plan and safety plan. Before any RAMS analysis, at least these are outlined: the system objective and mission profile (functions included and excluded, long-term operating and maintenance strategy, lifetime, logistics); the boundary (physical environment, other systems, humans, other railway duty holders, and locations); the operational requirements (existing infrastructure constraints, operating and maintenance conditions, logistic support, past experience, influence on personnel, passengers and public, operating procedures with permitted personnel and their skills, the reasons if no human activity is analysed, and the modes of operation, states and transitions); existing safety measures and assumptions limiting the risk assessment; identification of the system and documents including justified deviations from a reference version. A RAMS policy including conflict resolution between safety and other aspects is established, and an organisation allocating roles, responsibilities, competencies, independencies and relationships. Deliverables: system definition, RAM plan, safety plan, with assumptions and justifications.
