The organization has a standard process for building and approving business cases that justify the investment cloud data management requires. Each case covers the business problems it addresses and names the stakeholder answerable for it, carries measures of how well the related cloud data management capabilities work, sets SMART targets (specific, measurable, achievable, relevant, time-bound) for its measures, metrics or KPIs, and states the value in terms of revenue added, cost removed and risk mitigated. The framework asks for a value realization framework inside each case: a metrics dictionary aligned to outcomes or CDMC capabilities, accountability per metric, traceability of outcomes to best practice, original targets and projections, documented assumptions (such as discount rates or estimated fines) and how they were derived, trends against targets rather than snapshots, and an assessment of interactions with other cloud data efforts. Baselines, review points where sunk cost crosses thresholds, discounted estimates, and separation of one-time transition cost from ongoing cost support it.
