OEE may order any carrier (including connecting carriers, owners, charterers, agents and masters, in the United States or abroad) to unload a shipment for inspection, return it to the United States, or unload it at a port of call into custody under bond without entering foreign commerce, with the 758.5 reporting and non-delivery rules applying; any carrier that discovers a violation has occurred, is occurring or is about to occur for a shipment in its possession or control must immediately notify OEE and the person in actual possession or control of the shipment.
